Action Templates

Tenants pull these templates and stay in sync. A minor version bump (1.0 → 1.1) auto-merges into existing tenant setups and keeps their entered values; a major bump (1.x → 2.0) marks installs as deprecated so the tenant sets them up fresh. Only Visible templates are served to tenants; Tested by/at document QA.

Drafts do sync to QA/AR environments that set enable_action_template_drafts, so they can be tested there first.
